Highway patrol is a separate job

In most countries the police who work motorways are a distinct unit with distinct training, and the reason is that almost nothing they do resembles ordinary policing.

A traffic officer spends the day at speed, stops vehicles on a hard shoulder with traffic passing at 120 km/h a metre away, and is usually first at serious collisions — which means being trained in extrication and trauma care rather than in taking statements.

The cars are different too: higher-powered, with different tyres and brakes, and fitted out for a shift spent entirely in the vehicle. A patrol car that will be driven hard for eight hours is not the same purchase as one that does short urban trips.

The other half of the work is not catching anyone. It is closing lanes, managing queues and keeping a motorway moving after something has gone wrong, which is unglamorous and is most of the job.
