A brick city needs more people than it comes with

This is the quiet problem with building a town out of sets, and figure packs exist because of it.

A house set comes with two or three figures. A vehicle comes with one. A shop comes with a shopkeeper and a customer. Build six of those and you have a street with perhaps a dozen people in it — which, at the scale of the buildings, is a town that has been evacuated.

Adding figures is also the cheapest way to change a layout. Another building costs thirty or forty dollars and takes an evening; five more people cost fifteen and change every scene already built. A bus stop with nobody at it is scenery; a bus stop with four figures waiting is a place where something is about to happen.

The accessories do the work

Clothing tells you roughly what a figure is. A briefcase, a coffee cup or a phone tells you what they are doing, which is what a child needs in order to start a story.

That is why a figure pack lists its accessories at all, and why the count matters as much as the number of figures.
