Water is the hardest thing to build from bricks
Look at what this set is actually doing. A pool is a flat surface that has to read as liquid, and a brick is opaque, rectangular and dry.
There are only a few answers and each has a cost. Plain blue tiles are cheap and read as a painted floor rather than as water. Transparent blue tiles β what this set uses β catch the light and let a little of the surface below show through, which is what water does; they cost more to mould and the colour is harder to keep consistent between batches. Rippled or textured parts look best and exist in only a handful of shapes, so a designer building anything unusual cannot use them.
At larger scales builders resort to layering transparent plates over printed or coloured bases to suggest depth, which works beautifully and is expensive.
It is the sort of problem that never occurs to anyone until they try to build a river, and then occupies them for weeks.
