Each starter carries two copies of its character's premium version — cards that were never inserted into booster packs and could only be obtained this way. Collectors completing a Siege of Gondor set have to go through starter product to get them, which is why sealed displays have thinned out faster than the deck count suggests.\u003c\/p\u003e\n\u003cp\u003eTwelve unopened decks, twenty-two years after they left the printer, still in the factory shrink wrap.
